English painted in oil and pastel but is best known for his watercolors of farming scenes. He was born in Louisville, Kentucky and studied under Thomas Eakins and others at the Pennsylvania Academy of the Fine Arts. He exhibited at the Academy, as well as the Philadelphia Art Club and the American Art Society, while working as a commercial artist in Claymont, Delaware. In 1905 English traveled to Europe, visiting England and Holland. Five years later, he relocated to Pennsylvania, where he resided until his death.
