An antique, bust-length portrait of a gentleman wearing a black jacket with a white tie and collar. His hair is tousled forward in the neoclassical Brutus style cut popular in Napoleonic France.

Attributed to Charles (Carolus) Bruno Donat Delin (Dutch, 1756-1818) |  Delin was a port painter in Maastricht and Amsterdam. The artist was known for portraits of American sea captains, who passed through the Netherlands during their European voyages.
